只要…就…: it suffices to

只要 (zhǐyào) poses a SUFFICIENT condition: as soon as it is fulfilled, the result follows.

只要…，就…

It suffices to work hard to succeed.

只有 (zhǐyǒu) poses a NECESSARY condition: without it, no result. The second part takes 才 (cái), never 就.

只有…，才…
